My husband and I were going to pay for our daughter’s college education, but after the first year we realized we could not save enough for retirement and do that. Are work study programs and loans the only way to pay for college and then which are the better college loans?

Welcome to the real world!  It’s a good thing you figured that out before you buried yourself and your daughter in debt for life! Since it appears she has already started college, it’s a bit late to follow my basic advice which is to cut the overall cost of college by starting out at a local community college for two years,and living at home.
