I was laid off , 63, paying for Cobra
almost 700.00 a month. i have tricare
as a secondary carrier , have 2 more
years before medicare kick in .should
i go the short term insurance or stick with the cobra

The only way you can figure this out is to compare prices — and consider the likelihood that a major illness will happen in the period before Medicare takes over. So first, when does your COBRA run out? If you can afford to keep it, it likely is better insurance than short-term policies will be. Also, it is taking a bit of time for those short-term policies to be extended to almost one year.
