Medicare for people who don’t qualify for S.S.

I’m writing on behalf of my mother who is 74 years old and retired from the City of Chicago for approximately 15 years. Currently she is paying into Medicare because she does not have enough units (she has Part B and D). With the new healthcare laws taking effect as of 2022 we would like to know is it true that she can now apply for Medicae (Part A) and not be denied even if she doesn’t have enough units?
Who should she talk to for accurate information?

Well, there have been a lot of PROPOSED changes to Medicare (including earlier eligibility, etc) but none finalized as yet. So we will have to wait to see if that’s included. But I’m assuming you have checked the ways she might qualify for premium-free Part A. If not, read this article.
