Medicare Part D, $0 monthly premium. how can that be?

My existing plan (Cigna Healthcare Saver) for 2025 has $16.60 monthly premium, and est Year drug costs only $16 for 5 meds.
Medicare.gov shows Well Care Value Script, $0 monthly premium and $2.16 est year drug costs.
How is that possible?? It is higher rated plan than the Cigna.

There are other plans, from $3.30 per month to a Cigna Healthcare Extra Rx (PDP) for $101.60 per month. YIKES

I asked the same thing! Couldn’t believe it! But read my latest column at my website, and it explains. The govt gave a $15/person subsidy to all the Part D providers to underwrite costs and to make sure premiums didn’t rise too much. Wellcare is using this as a subsidy for a marketing tool — to get your info, your confidence and try to sell you Advantage next year! This great deal will only last one year, but take the Zero Premium Wellcare plan for 2025. If your doc prescribes somethign else, you can only be max out-of-pocket $2,000.
