Medicare Part D
I signed up for Blue Cross Medicare Rx Value PDP. i received a letter stating that I will be charged a late enrollment penalty because I didn’t join a drug plan when I was first eligible for Medicare Part A & B. i had a break in coverage of at least 63 days. I will be charged a penalty to be added to my monthly premium of $81.40. Can I switch to another Part D plan?

Nope. Well, you can switch, but EVERY plan must apply the late enrollment penalty. You are required to sign up for Part D when you sign up for Medicare — even if you do not take any drugs at that time!
