State of Illinois Trai lMAPD – Medicare option

By Terry Savage on December 07, 2025 | Insurance & Annuities

Hi Terry,

I am looking for information on if the State of Illinois retirement option for health insurance, the TRAIL MAPD (Total Retiree Advantage Illinois Medicare Advantage Prescription Drug ) program is solid.

As the title reads Advantage vs. Traditional I am concerned that my retirement health care benefits through the State of Illinois Retirement system may not be what is in my best interest.

Thoughts?

OK, I had to consult my expert on this, because I am not familiar with this plan. Thom Dillon of JT Medicare Solutions had this to say in an email to me:
*****
Illinois State Trail plans.. for retired teachers usually. It IS an Advantage plan.
Aetna is the company..
And it has the problems that all Advantage plans have.. but..
Most of the Trail plans I have seen have a Max out of Pocket (MOOP) of only $1000 for the whole year. $1000! (doesn’t include the drugs but Wow! That’s not even the premiums on a Med Sup..
So.. we live in the US and it’s 2025 and we are talking about healthcare.. We are always talking about $$.

BUT ALSO.. different trail plans might have different MOOPs. She needs to look at the Summary of Benefits and see what her MOOP is.. and to understand that it’s an HMO and she can only see those Dr’s.. but she has probably been using this plan for active teachers for years.. so they are used to this.
