I would like to switch my mother to a credit card with a very low limit just for emergencies. She currently has a card but I don't want her to use it. Are there any cards I can get her besides a prepaid card?

Well, most card issuers will be happy to agree to a lower limit. But I think you'd be far safer using a  "secured card" -- which is a debit card  --  sort of a prepaid card --  in that the spending limit is the amount you put into a savings account.  You can find a secured card at www.Bankrate.com.  Here's a link to their search tool for secured cards.  It can be used anywhere a regular VISA can be used, even to withdraw cash.  And you can easily replenish it with new funds.
